Who will not be affected by mobilization in the fall: a complete list of categories

Martial law and general mobilization have been extended in Ukraine until November 5, 2025. At the same time, the law clearly defines the categories of citizens who are not subject to conscription for military service even during this period.
As the law “On Mobilization Preparation and Mobilization” reminds us, this refers to people who have legitimate grounds for dismissal. These include health problems, family circumstances, and specifics of professional activity or study.
In particular, they do not mobilize:
- those who were declared unfit for duty by a military medical commission (in accordance with Order No. 402 of the Ministry of Defense);
- citizens with disabilities of any group;
- parents of three or more children under 18 years of age;
- guardians and caretakers of orphans;
- those whose parents or spouses have disabilities;
- parents of children with disabilities (regardless of the child’s age);
- citizens who care for relatives who cannot take care of themselves;
- relatives of servicemen who died during combat missions;
- workers in critical industries who have official reservations;
- full-time and dual-study students, if they obtain a higher level of education than their current level;
- released from captivity.
It is separately stated that conscripts aged 18-25 are not mobilized unless they have the status of those liable for military service.
Also, the maximum age for service is 60, but men over that age can voluntarily serve under a contract , mostly in non-combat positions.
It was previously reported which specific categories of citizens are entitled to a deferment or are generally exempt from mobilization in the fall .
As a reminder , Ukraine is considering a new basis for deferral . It can be granted to those who have sheltered at least two displaced persons free of charge.
