Increasing electricity transmission tariffs for industrial consumers could significantly affect Ukraine’s economic stability.

GMK Center experts warn about this.

“The Ukrainian energy and gas production sectors are operating in extremely difficult conditions due to constant missile and drone attacks. The electricity deficit in the fourth quarter of 2025 could reach 4-6%, and on average for 2026 – about 3%,” the publication notes.

Analysts emphasize that tariff increases reduce the competitiveness of enterprises and increase production costs in wartime conditions. They recommend that the state focus on supporting business, rather than on additional fiscal pressure.

“For comparison, in October 2025, the European Commission presented a package of measures to reduce electricity prices and support industrial consumers. Ukraine does not yet have a similar strategy,” the analysts add.

It is worth noting that on November 4, the National Commission for the Regulation of Energy and Utilities of Ukraine approved a draft increase in tariffs for electricity transmission and dispatching for businesses. According to the document, the tariff for electricity transmission in 2026 may increase to 786.74 UAH/MWh, which is 14.6% higher than the current level in 2025.

It was previously reported that the National Electricity Regulatory Commission (NERC) updated the rules for turning off electricity for citizens .

As a reminder, Germany will allocate 60 million euros to the Ukraine Energy Support Fund to strengthen the resilience of critical infrastructure.
