President of Ukraine Volodymyr Zelenskyy has submitted to the Verkhovna Rada a law on “strengthening the powers of the NABU and the SAPO.”

The bill was published on the parliament’s website on Thursday, July 24.

The document stipulates that the Prosecutor General and his deputies do not have the right to give instructions to prosecutors of the Specialized Anti-Corruption Prosecutor’s Office.

SAPO employees are subordinate exclusively to the head of the SAPO, his first deputy and deputy. The Prosecutor General is also prohibited from influencing the work of NABU detectives.

The bill also repeals the addition to Article 480 of the Criminal Procedure Code with norms on a special procedure for criminal proceedings against the head of a permanent auxiliary body established by the President and his deputies, the Prime Minister, ministers and deputies, category “A” civil servants, the Director of the State Bureau of Investigation, and the Director of the BEB.

In addition, the head of the SAPO will be able to report suspicions to people’s deputies, candidates, and the President of Ukraine.

The bill also introduces SBU polygraph tests of employees of the NABU, SAPO, as well as the BEB, the Prosecutor General’s Office, the State Bureau of Investigation, and the National Police, who have access to state secrets, for committing actions in favor of the aggressor state.

As a reminder, on July 22, the Verkhovna Rada voted for a bill that significantly limits the powers of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) , effectively subordinating their activities to the Prosecutor General, and Volodymyr Zelenskyy signed it.

It is worth noting that society negatively perceived the actual destruction of anti-corruption bodies. On July 22 and 23, hundreds of people in many cities of Ukraine took to rallies against Law No. 12414 .
