Will teachers’ salaries be increased: Cabinet decision

The Cabinet of Ministers of Ukraine did not support the parliament’s proposal to increase teachers’ salaries to the level of three minimum salaries. Despite the fact that the deputies included a corresponding amendment to the draft state budget for 2025, the government decided not to include it in the final document.
This was announced by Serhiy Babak, Chairman of the Verkhovna Rada Committee on Education, Science and Innovation.
According to the People’s Deputy, this decision actually postponed the implementation of the norm of the Law “On Education”, which guarantees that the salary of a teaching employee should not be lower than three minimum wages. In 2025, according to him, there was a real chance for the first time to fulfill this norm.
“The Cabinet of Ministers did not include these amendments in its draft budget, limiting itself to a general remark about the possibility of their further consideration,” Babak noted.
Teachers’ unions have repeatedly emphasized that low salaries remain one of the main reasons for the outflow of personnel from the education sector.
It was previously reported that the 2025 State Budget lacks about 300 billion hryvnias for military salaries .
