Will young men aged 18–25 be allowed to travel abroad: response from the Chairman of the Verkhovna Rada

The Verkhovna Rada of Ukraine may change its approach to traveling abroad for men of military age. Parliament Speaker Ruslan Stefanchuk said that a special committee is already discussing the possibility of allowing temporary travel for men aged 18 to 25, who are currently not subject to mobilization but are actually limited in the exercise of basic rights.

Stefanchuk confirmed that discussions are ongoing in parliament regarding a possible permit for men aged 18 to 25 to travel abroad. The relevant parliamentary committee is currently working on this issue.
“I know that there are such ideas. And what opinion they will come to is also important to me, I will await their decision,” he emphasized.
The speaker emphasized that young men of this age are currently not subject to mobilization, but are unable to fully exercise a number of their rights, in particular, the right to study or work outside Ukraine.
“Therefore, we must find mechanisms to ensure that they realize all these rights,” he explained.
Stefanchuk also noted that some deputies are working on liberalizing restrictions. The mechanism that would allow such departure is still being worked out and will be presented after the Committee’s work is completed.
Earlier, in May, Fedir Venislavskyi, a member of parliament from the Servant of the People party, also stated that there is a consensus in parliament among deputies from different factions on the need to grant young men under the age of 23–24 the right to travel. The reason for this step, he said, is that a large part of Ukrainian youth who are already abroad cannot return, and new trips are effectively blocked.
No decision has been made yet on changes to the legislation, but discussions are ongoing and final proposals are likely to appear in the near future.
Recall that in May, Minister of Education and Science Oksen Lisovyi reported that Ukraine is actively discussing the idea of easing the rules for traveling abroad for men under the age of 25 — that is, those who are not yet subject to mobilization. The initiative is currently at the discussion stage and is not yet an approved decision.
