Winter blackouts: Kyiv prepares places for temporary accommodation of people

Kyiv is preparing temporary relocation sites for over 200,000 residents in case of prolonged winter blackouts. These are primarily people who, due to health or family circumstances, will find it difficult to remain without electricity and heating.

The relevant lists included people with limited mobility, people with disabilities, families raising children with disabilities, as well as single Kyiv residents.

The Kyiv City State Administration explains that relocation is possible only with the person’s consent. If staying in the apartment becomes dangerous due to the prolonged lack of light and heat, residents will be offered temporary accommodation in other facilities.

“The main task is to have social workers assigned to the houses, so that in case of need they have contacts and call immediately, and not do it through announcements in crisis situations,” said Deputy Mayor of Kyiv Maryna Honda.

Places are already being selected for people in boarding houses, sanatoriums, hospitals, and hotels. In one of these centers, 60 beds have been prepared. There are separate rooms for men and women, rooms for families, bedding, hygiene products, and three meals a day.

Separately, the city plans to increase the number of places for families with children. Special transport will be used to transport people if necessary, and district Red Cross organizations may also be involved.

One of the Kyiv residents who can take advantage of this opportunity is 82-year-old Lyudmila Demchenko. The woman lives alone, has no relatives in the capital, and due to health problems, she hardly moves around.

“It’s very hard for someone alone, you don’t know what to count on anymore. Something like last winter is very hard,” she said.

Social workers are already explaining to people what things they should prepare in case of relocation. These include documents, medicines, valuables, and hygiene products.

According to the Kyiv City State Administration, the capital is home to over 16,000 children with disabilities, over 160,000 adults with disabilities, and about 26,000 single people. They are the ones who may need help the most during prolonged outages.

At the same time, there is no final list of institutions that will be able to accept all people from the prepared lists. As of now, about 2,000 Kyiv residents have given their consent to possible relocation.
