With mental disorders and disabilities: people who are not subject to mobilization were held in the Ternopil CCC

Representatives of the Verkhovna Rada Commissioner for Human Rights conducted a monitoring visit to the Ternopil district and city CCC and the SP and recorded possible violations of citizens’ rights. As a result of the intervention, five people who were not subject to mobilization were released from the CCC premises.
This was reported by the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets.
Representatives of the Ombudsman’s Office conducted a monitoring visit to the Ternopil district and city CCC and SP. During the inspection, they visited the place where mobilized citizens were staying. According to Dmytro Lubinets, at the time of the visit, about 28 people were there. Of these, 17 wrote to the Ombudsman with complaints about possible violations of their rights.
During the inspection, it was discovered that the person supervising the mobilized people was intoxicated. According to Lubinets, the level of alcohol in the person’s blood was almost 7 times higher than the permissible norm.
During personal communication, citizens reported possible violations during mobilization, improper documentation, and non-compliance with requirements during the military medical examination. All identified facts were documented and transferred to the leadership.
Following the intervention of representatives of the Ombudsman’s Office, five people were released from the premises of the CCC and the Joint Venture. Their military registration data was amended to remove them from military registration.
Among those released were:
- a man with lifelong disability of group II since childhood;
- two people with mental disorders;
- two men who had about six months left before reaching the age of 60.
Based on the results of the inspection, the Ombudsman prepared an official response to eliminate the identified violations and prevent similar cases in the future.
“This is another situation that shows: mobilization reform is needed not tomorrow and not today – it was needed yesterday,” said Dmytro Lubinets.
He also recalled the situation in the Uzhhorod RTCC and SP, where, after a monitoring visit, several officials were informed of suspicions of abuse of official authority, illegal deprivation of liberty, and torture of a conscript.
“My position remains unchanged: responsibility must be inevitable for everyone, regardless of position or rank,” said Dmytro Lubinets.
By the way, in the Ternopil region, law enforcement officers exposed three heads of district CCCs who, according to the investigation, overstated mobilization figures in their reports.
The day before, several employees of the Uzhhorod District CCC and SP were suspected after an inspection that revealed human rights violations.
As previously reported, a 46-year-old man died in Ternopil on May 23 in the premises of the territorial recruitment center, who was taken to clarify his military registration data . Law enforcement officers are preliminary investigating the case as a suicide.
