Representatives of the United States, Ukraine and Europe will discuss possible steps in Miami to end Russia’s war against Ukraine. Among the proposals is a partial ceasefire that would include stopping attacks on energy infrastructure and grain supplies. The American side is announcing new ideas that should help move the talks forward.

The consultations will be attended by US President’s special representative Steve Witkoff and Donald Trump’s son-in-law Jared Kushner, as well as a Ukrainian delegation and representatives of the European Union. The talks, according to the publication, could last two days.

One of the main questions is whether a joint proposal to end hostilities before winter sets in will be agreed. Washington is also keen to make diplomatic progress ahead of the US midterm elections.

“They’re all nervous about the winter. It’s going to be a tough winter if the war doesn’t stop. So the US is trying to mediate with the parties to create a unified proposal,” an American source told Axios.

According to the publication, before the meeting, Witkoff and Kushner discussed current American proposals with Trump. US Treasury Secretary Scott Bessant and Deputy National Security Advisor Mike Needham also participated in the consultations on October 8.

Ukraine will be represented by the head of the Presidential Office Kyrylo Budanov, the director of the Foreign Intelligence Service Rustem Umerov, diplomatic adviser Serhiy Kyslytsia, and MP David Arakhamia, according to Axios. National security advisers from the UK, France, and Germany, as well as representatives from NATO and the European Union, have also been invited to the talks.

In addition to a possible truce in the energy sector and grain supplies, the participants plan to discuss security guarantees for Ukraine and post-war reconstruction.

President Volodymyr Zelensky confirmed on October 8 that Kyiv was discussing the possibility of such agreements with the United States. At the same time, he warned against premature predictions, given Moscow’s position.

“As for what might be realistic or more realistic, I’m not ready to say yet. I don’t want to say something and then Russia, as always, will do the opposite out of anger. So let’s wait and see,” Zelensky told reporters.

The prospects for the agreement remain uncertain. According to Axios, Ukrainian officials are skeptical about Moscow’s willingness to compromise. At the same time, one of the sources suggested that Russia’s interest in easing sanctions and the approaching midterm elections in the United States could affect Vladimir Putin’s position.

As a reminder, Ukrainian President Volodymyr Zelenskyy announced that a Ukrainian delegation would hold talks with the United States on October 9 and 10. At the same time, hecalled on Washington to increase economic pressure on Russia, rather than discuss future cooperation with it.

As reported, US Secretary of State Marco Rubio stated that there is currently no prospect of resolving the war in Ukraine through diplomatic means . At the same time, the US is ready to continue to play a constructive role in finding a solution.
