Zelensky approved the new composition of the National Security and Defense Council: who joined the country’s key security body

President Volodymyr Zelenskyy has officially approved the new composition of the National Security and Defense Council of Ukraine. This decision was a continuation of the large-scale government reshuffle that took place earlier. The updated composition includes key representatives of the government, security agencies, as well as heads of leading ministries.

This is stated in the text of Decree No. 501/2025.

The relevant decree approving the new composition of the NSDC was published on July 19. The National Security and Defense Council is a coordinating body under the president that plays a critical role in the field of defense, national security, and strategic planning. The formation of the new composition was a logical step after the announced “reset” of the executive branch.

The updated composition of the National Security and Defense Council includes:

  • Yulia Anatolyivna Svyrydenko is the new Prime Minister of Ukraine;
  • Denys Shmyhal – Minister of Defense;
  • Oleksandr Stanislavovych Syrskyi — Commander-in-Chief of the Armed Forces of Ukraine;
  • Yermak Andriy Borisovych — Head of the President’s Office;
  • Umerov Rustem Enverovych — Secretary of the National Security and Defense Council;
  • Fedorov Mikhail Albertovich — First Deputy Prime Minister and Minister of Digital Transformation;
  • Svitlana Hrynchuk — Minister of Energy;
  • Galushchenko Herman Valeriyovych — Minister of Justice;
  • Viktor Kyrylovych Lyashko — Minister of Health;
  • Klymenko Ihor Volodymyrovych — Minister of Internal Affairs;
  • Kravchenko Ruslan Andriyovych — Prosecutor General;
  • Oleg Ivanovych Ivashchenko — Head of the Foreign Intelligence Service;
  • Malyuk Vasyl Vasylovich — Head of the SBU;
  • Marchenko Serhiy Mikhailovich — Minister of Finance;
  • Andriy Ivanovich Sybiga – Minister of Foreign Affairs;
  • Oleksiy Dmytrovych Sobolev — Minister of Economy, Environment and Agriculture;
  • Anatoly Hlibovych Zagorodniy — President of the NAS of Ukraine;
  • Pyshny Andriy Grigorovich — Chairman of the NBU;
  • Pronin Filip Yevhenovich — Head of the State Financial Monitoring Service;
  • Ruslan Oleksiyovych Stefanchuk is the Chairman of the Verkhovna Rada.

Such a broad renewal of the NSDC composition demonstrates the Zelenskyy administration’s desire to increase the effectiveness of national security policy in the context of an ongoing war. All appointees have influence over key areas, from defense to the economy, finance, and foreign policy.

The goal of the new composition is to strengthen coordination between the branches of government on issues of security, defense, countering external threats, and rebuilding the country in the post-war period. The formation of a strong and strategically balanced NSDC composition should also support international trust in the Ukrainian leadership.

Earlier, on July 18, Rustem Umerov was appointed Secretary of the National Security and Defense Council of Ukraine.

We would like to remind you that on July 17, the Verkhovna Rada of Ukraine approved the appointment of Yulia Svirydenko as Prime Minister of Ukraine . After that, the Verkhovna Rada of Ukraine supported the appointment of the new composition of the Cabinet of Ministers. The full composition can be seen at the link .

Subsequently, during the discussion of the candidacy of Prime Minister in the Verkhovna Rada, Petro Poroshenko stated that the actual absence of the “Servants of the People” coalition makes this vote unconstitutional .
