Zelensky has introduced new sanctions against Russia: Putin’s representative Dmitriev and traitor Tupytsky are on the lists

Ukrainian President Volodymyr Zelensky signed decrees on November 9 imposing new sanctions against Russia. The restrictions affected both individuals and a number of Russian publishing houses that spread propaganda and justify aggression against Ukraine.

This was reported by the Office of the President of Ukraine.

The first decree No. 834/2025 provides for personal sanctions against seven Russian citizens and the former Chairman of the Constitutional Court of Ukraine, Oleksandr Tupytsky, who illegally left the country after the start of the full-scale invasion.

The sanctions list includes:

• Kirill Dmitriev — Russia’s representative in negotiations with the US,
• Alexander Zorin is an official of the General Staff of the Russian Armed Forces,
• Alexander Bugaev — First Deputy Minister of Education of Russia,
• Alexey Komkov — Head of the 5th FSB Service,
• Oksana Lut — Minister of Agriculture of Russia,
• Andriy Omelchuk is the Deputy Minister of Science of Russia.

The President emphasized that those who work directly in the Kremlin’s government structures and participate in the plunder of temporarily occupied territories are subject to restrictions.

“Today’s sanctions decisions by Ukraine include individuals working in Putin’s government structures and involved in the looting in the temporarily occupied territories of Ukraine, one of his ‘wallets’, a Russian military intelligence functionary, and one of his collaborators,” Zelensky noted.

By the second decree No. 835/2025, the president imposed sanctions against five Russian publishing houses — “Viche”, “Peter”, “Knyzhkovy Svit”, “Tsentrpoligraf”, and “Yauza”. These companies are engaged in justifying Russian aggression and spreading propaganda in the world.

“We are also starting work on Russian publishing houses that are working to justify aggression and spread Russian propaganda in the world. Everything in Russia that is war-oriented must be blocked,” the head of state emphasized.

Earlier, Ukrainian President Volodymyr Zelensky signed a decree introducing three packages of sanctions against individuals who help Russia.

Let us recall that the European Commission officially approved a new, 19th package of sanctions against the Russian Federation.
