Zelensky imposed sanctions against Korolevskaya, Latynina and Balashov: details

Ukrainian President Volodymyr Zelensky has imposed 10-year sanctions on five individuals accused of promoting anti-Ukrainian propaganda and collaborating with Russian narratives. The list includes both Ukrainian and Russian citizens, including former deputies and prominent bloggers.

This is stated in the text of Decree No. 502/2025 .

It is noted that on July 20, President Volodymyr Zelensky signed a decree putting into effect a new decision of the National Security and Defense Council of Ukraine to impose personal sanctions against five public figures. The sanctions were the first such step by the NSDC under the leadership of the new Secretary Rustem Umerov.

The following were included in the sanctions list:

  • Yulia Latynina is a Russian journalist and pseudo-opposition blogger who promoted anti-Ukrainian messages under the guise of “independent criticism.” In the Ukrainian information space, she is known as “Arestovich’s friend.”
  • Gennady Balashov is a former MP and businessman, leader of the political party “5.10”, who has recently been accused of justifying Russian aggression. According to media reports, he is currently in the United States.
  • Nataliya Korolevska is a former People’s Deputy from the banned OPZH party, previously the Minister of Social Policy in the Yanukovych government. Since 2023, she has been officially declared wanted.
  • Andriy Serebryansky (Andriy Luhansky) is a Ukrainian blogger who has long broadcast positions consistent with Russian propaganda.
  • Tatyana Aksyonenko is a citizen of the Russian Federation, administrator of the Telegram channel “Archangel Spetsnaz”, which actively spreads Moscow’s military propaganda.

Sanctions include asset freezes, a ban on the use of property, restrictions on any economic activity, and internet blocking — providers are instructed to block access to these individuals’ websites and social networks.

The Security Service of Ukraine initiated the restrictions. As noted by the Center for Countering Disinformation, all those on the list contributed to the spread of ideas that directly or indirectly play into the hands of the aggressor.

In addition, the Ministry of Foreign Affairs of Ukraine should appeal to the EU, the US, and other states to support sanctions at the international level in order to strengthen the effect of informational and financial isolation of propagandists.

Recall that on July 6, President Volodymyr Zelensky signed a new sanctions package against Russian citizens and companies.
