Zelensky imposes new sanctions against Russia

Ukrainian President Volodymyr Zelensky signed decrees No. 594/2025 and No. 595/2025 , which introduced new personal and sectoral sanctions against 35 individuals and legal entities associated with the Russian state corporation Rosatom and Russian energy companies.
The National Security and Defense Council made the decision on sanctions on August 8. The restrictions concern 18 individuals and 17 legal entities involved in attempts to integrate the Zaporizhzhya NPP into the Russian energy system, participation in the seizure of the Chernobyl NPP, the production and maintenance of dual-use nuclear equipment, and the export of enriched uranium through subsidiaries in Europe. Among the key figures are Nikita Konstantinov, Deputy General Director of Rosenergoatom Concern JSC, Uranium One Holding NV (Netherlands), Rosatom Finance Ltd (Cyprus), and Kirov-Energomash JSC (Russia).
According to the Presidential Commissioner for Sanctions Policy Vladislav Vlasyuk, increasing pressure on Rosatom is an important part of the strategy to limit Russia’s access to critical nuclear technologies and financial resources.
Ukraine is synchronizing its sanctions with key international partners. Measures have already been agreed with the United States for 2025, aimed at the energy and military-industrial complexes of the Russian Federation, as well as networks of intermediaries in third countries. The sanctions lists include Gazpromneft subsidiaries in Russia, Kazakhstan, Tajikistan and Kyrgyzstan, operators of the shadow fleet, traders circumventing price restrictions on oil, manufacturers of equipment for the Russian military-industrial complex in Russia, China, Turkey, the UAE and Malaysia, as well as financial sanctions. Ukraine declares its readiness for further coordination with partners to strengthen the sanctions regime and prevent its circumvention.
Let us recall that on Sunday, July 27, Ukrainian President Volodymyr Zelensky put into effect the decision of the National Security and Defense Council on the application of sanctions against individuals and legal entities associated with the Russian Federation.
