Ukrainian President Volodymyr Zelensky may appoint former Secretary of the National Security and Defense Council Rustem Umerov as head of the Foreign Intelligence Service of Ukraine.

This was reported by ZN.UA, citing diplomatic sources and interlocutors in the President’s Office.

According to the publication, the issue of Umerov’s possible appointment was discussed during a meeting with Ukrainian ambassadors. Sources claim that if appointed, he will also retain the role of head of the Ukrainian delegation at the peace talks.

The material notes that the position of head of the Foreign Intelligence Service has remained vacant since January 2026. At that time, the previous head of the department, Oleg Ivashchenko, was appointed head of the Main Intelligence Directorate of the Ministry of Defense.

According to ZN.UA, the possibility of appointing Umerov as Ukraine’s ambassador to the United States was also previously considered. At the same time, according to the publication’s sources, the American side allegedly twice asked not to send a request for an agrement regarding his candidacy. This is allegedly due to his close contacts with Turkey.

Earlier, President Volodymyr Zelenskyy stated that after the personnel changes, Umerov would continue working in the National Security and Defense Council. According to the head of state, he was to be responsible for interaction with international partners, the direction of negotiations, the development of cooperation between the intelligence structures of Ukraine and its allies, as well as the implementation of the Drone Deal programs and the Ukrainian anti-ballistic program “Freya”.

In particular, there is currently no official confirmation of information about the possible appointment of Rustem Umerov to the position of head of the Foreign Intelligence Service.

It was previously reported that Volodymyr Zelenskyy announced the upcoming update of the principles of the NSDC and the division of powers between Rustem Umerov and Ihor Klymenko. The president instructed to prepare the relevant decrees after the visit of the Ukrainian delegation to the United States.
