Zelensky officially appointed Umerov as head of the National Security and Defense Council, and Klymenko as secretary of the National Security and Defense Council.

President Volodymyr Zelenskyy signed decrees on personnel changes in the field of national security. Ihor Klymenko became the new Secretary of the National Security and Defense Council of Ukraine, and Rustem Umerov headed the Foreign Intelligence Service of Ukraine.
The president announced this during a meeting of Ukrainian ambassadors in Kyiv, and was later confirmed by decrees No. 694/2026 and No. 695/2026.
During his speech, Zelenskyy said that in his new position, Umerov will coordinate not only issues related to the Middle East, but also the diplomatic direction, defense cooperation, negotiations with the United States and other partners, as well as work related to ending the war.
After that, the president signed decree No. 695/2026, officially appointing Rustem Umerov as head of the Foreign Intelligence Service of Ukraine.
Also, by decree No. 694/2026, Zelensky appointed Ihor Klymenko as Secretary of the National Security and Defense Council of Ukraine.
As a reminder, on August 3, Ukraine hosted the 2026 Ambassadors’ Meeting, in which the Ukrainian diplomatic corps participated . The main topics of the event were the restoration of peace and Ukraine’s leadership.
