Zelensky’s entourage is crumbling: two ministers removed from the National Security and Defense Council

Ukrainian President Volodymyr Zelensky has removed Svitlana Hrynchuk and Herman Halushchenko from the National Security and Defense Council. He signed Decree No. 845/2025, which was published on the president’s website on November 14.

In fact, Zelensky is demonstrating an attempt to distance himself from the ministers whose names were at the center of one of the most high-profile corruption scandals in recent years. The decree amends the document of July 19, 2025, completely removing Grinchuk and Halushchenko from the NSDC.
As a reminder, on November 12, Energy Minister Svitlana Hrynchuk submitted her resignation . A few hours later, Prime Minister Yulia Svyrydenko announced that Justice Minister Herman Galushchenko would also be forced to resign.
As a reminder, the president’s team is trying to minimize reputational losses, but the scandal hits Zelensky’s inner circle directly and calls into question his control over the government and security forces.
