Zelensky signed a law on new payments to children and people with disabilities: what will change

This is stated on the website of the Verkhovna Rada of Ukraine.

The document provides for changes in the system of social guarantees for families raising children with disabilities, as well as for adults with disabilities since childhood.

From January 1, 2027, state social assistance for children with disabilities under the age of 18 will be at least UAH 8,000.

For people with disabilities since childhood, payments will be:

• • Group I — not less than 8 thousand UAH;

• • Group II — 4 thousand UAH;

• • Group III — 3 thousand UAH.

The law also provides for an increase in care allowances. For a child with a disability of subgroup A, such a payment will be at least UAH 8,000. If the need for care is confirmed by an appropriate conclusion, the allowance will be at least UAH 4,000.

For people with disabilities since childhood of group I, subgroup A, the allowance will be at least 8 thousand UAH, subgroup B – 4 thousand UAH. Single people with disabilities since childhood of groups II–III will receive at least 3 thousand UAH.

Certain changes apply to children who are in institutions with full state support.

A single procedure for distributing assistance will be introduced for them: 10% of the funds will go to the child’s current account, and 90% to a deposit. The accumulated money will be kept until the child reaches 18 years of age.

Employees of institutions will be prohibited from using these funds. At the same time, from the age of 14, a child will be able to independently manage money in his or her own current account.

The procedure for payments for adults who are fully dependent on the state will also change. Currently, 25% of the benefit is credited to the person’s personal account, and 75% is received by the institution. After the changes come into force, the funds will be distributed equally: 50% of the payment will be received by the person, another 50% by the institution.
