Zelensky signed laws on ARMA reform and factoring: why is it important

President Volodymyr Zelenskyy signed laws on the reform of the National Agency of Ukraine for the Identification, Tracing and Management of Assets Obtained from Corruption and Other Crimes (ARMA) and factoring.
He announced this on social media after a conversation with European Commission President Ursula von der Leyen.
As it became known, Zelensky returned the law with his signature on Sunday, July 27. He noted that the President of the European Commission positively assessed Ukraine’s progress.
“Today I signed the laws on the reform of ARMA and factoring. Ursula noted progress in implementing the relevant indicators,” the president noted.
He also emphasized that he continues to implement the necessary reforms in order to receive financial assistance under the Ukraine Facility mechanism.
As a reminder, on June 18 , the Verkhovna Rada adopted a law on the reform of the National Agency of Ukraine for the Identification, Tracing and Management of Assets Obtained from Corruption and Other Crimes (ARMA).
By the way, the head of the Asset Tracking and Management Agency (ARMA) Olena Duma publicly states that in 2024 the state’s income from the management of seized assets amounted to 12.3 billion hryvnias . However, the real amount is at least six times less – about 2.1 billion hryvnias.
