Zelensky’s main statements: security guarantees and territorial integrity

President Volodymyr Zelenskyy said that Ukraine needs $15 billion in 2026 to purchase American weapons under the PURL program.

He said this during an online briefing with journalists, a correspondent for “European Truth” reports .

According to Zelensky, PURL provides Ukraine with key air defense systems, and NATO countries must find additional funds. He thanked NATO Secretary General Mark Rutte for reminding the allies of the need for funding. The President specified that by 2025, Ukraine still lacks about $800 million under this program.

During his trip to Brussels and London, Zelensky also spoke about the negotiations on the “peace plan”. According to him, the document was reduced from 28 to 20 points, removing frankly un-Ukrainian provisions. He stressed that the American side is generally inclined to seek compromises, but the issue of territories remains unresolved. Ukraine, Zelensky stressed, has no right to give up its lands – neither legally nor morally.

The President separately focused on the issue of security guarantees. The most important thing is to understand what the partners are ready to do in the event of repeated aggression by the Russian Federation after the end of the war. Zelensky noted that he has not yet received a final answer to this question.

Among the most realistic guarantees, he named the possibility of a decision being adopted by the US Congress and the creation of a European format to support the Coalition of the Willing.

Zelensky added that negotiations with European leaders were productive, and an updated version of the peace plan is expected by the next day, which Kyiv will submit to the US.

Separately, Zelensky stressed that the issue of territories cannot be a subject of compromise. According to him, the Constitution, international law and moral law do not allow Ukraine to give up its own lands. The President emphasized that Russia continues to demand that Ukraine give up part of the territory, but Kyiv does not accept and does not consider this.

Zelensky confirmed that no peace initiative involves territorial concessions, and difficult points of the negotiations remain unresolved. The American side, he said, is looking for compromises, but not on the issue of territories .
