President Volodymyr Zelenskyy presented details of a 20-point draft basic document on the end of the war between Ukraine, the United States, Russia, and the European Union.

The head of state announced this during a conversation with journalists, an Ukrinform correspondent reports.

“Now I am ready to discuss the draft of a 20-point document, and this is a document called the framework, a basic document on the end of the war, a political document between us, America, Europe and the Russians,” Zelensky noted.

The President emphasized that the draft largely reflects the joint Ukrainian-American position, and some points still need to be finalized. “But we are much closer to finalizing the documents,” he added.

Zelenskyy explained the essence of each of the 20 points:

Ukraine’s sovereignty will be reaffirmed by all signatories.

Non-aggression between Ukraine and Russia; a mechanism is being created to monitor the line of contact with space drones and early notification of violations.

Strong security guarantees for Ukraine.

The Armed Forces of Ukraine remain at the level of 800,000 in peacetime.

Security guarantees from the US, NATO and EU, reflecting Article 5.

Russia enshrines a policy of non-aggression in all laws and documents, including ratification in the State Duma.

Ukraine’s membership in the EU at a certain time and short-term privileged market access.

Global development package for the economy and investment.

Funds for the recovery of the economy and regions, with the aim of attracting $800 billion.

Free trade with the US will be accelerated after the agreement.

Nuclear-free status of Ukraine under the Non-Proliferation Treaty.

The Zaporizhzhia NPP will be jointly operated by Ukraine, the USA and the Russian Federation, the details are being agreed upon.

Educational programs for tolerance, protection of minority languages, and religious freedom.

Territorial issues are still unresolved; options: “we stand where we stand” or a potential demilitarized economic zone in Donbas with a referendum.

Non-disruption of territorial agreements by force after agreement.

Freedom of navigation on the Dnieper and the Black Sea, demilitarization of the Kinburn Spit.

Humanitarian Committee, exchange of all prisoners of war, civilians and hostages.

Elections in Ukraine after the signing of the agreement.

Legally binding agreement, control by the Peace Council chaired by the US President.

Immediate ceasefire after agreement by all parties.

Summing up, Zelenskyy noted: “We did not reach a consensus with the American side regarding the Donetsk region and the Zheleznodorozhny NPP. But most positions have been significantly brought closer. All other consensus in the agreement has been found.”

The president also said that Russia’s reaction to the project will become known after negotiations with the American side. “Then we will understand the next steps and the timeframe for decisions. Territorial issues should be discussed at the level of leaders,” he stressed.

In addition, Ukraine and the United States have developed a document on recovery and economic development – the “Roadmap to Ukraine’s Prosperity”, as well as a framework for security guarantees in bilateral and trilateral formats.

“Thanks to these documents, we will be able to see a strong Ukraine with the support of the Coalition of the Willing, a mechanism for monitoring peacekeeping, and clear plans for responding to possible aggression from Russia,” Zelensky added.

Recall, US Vice President J.D. Vance stated that for Ukraine, the loss of Donetsk is a logically serious problem from a national security perspective.

As reported, Finnish President Alexander Stubb said that about 5% of the work remains before concluding a peace agreement on Ukraine, but these stages are the most difficult.
