Zelenskyy appointed Valeriy Vavrynyuk as acting head of the State Border Service of Ukraine: what is known about him

President Volodymyr Zelenskyy has dismissed Serhiy Deinek from the post of Head of the State Border Service of Ukraine. The temporary performance of the duties of the Head of the State Border Service of Ukraine has been entrusted to First Deputy Valeriy Vavrynyuk.
This is stated in Decree No. 10/2026 .
“First Deputy Head of the State Border Guard Service of Ukraine Valery Pavlovich Vavryniuk shall temporarily perform the duties of Head of the State Border Guard Service of Ukraine,” the document states.
Another decree No. 9/2026 states the dismissal of Serhiy Dainenko from the position of Head of the State Border Service of Ukraine.
What is known about the interim acting head of the State Administrative Service of Ukraine?
Valeriy Vavrynyuk was born on July 14, 1975 in the city of Khmelnytskyi. He participated in hostilities in eastern Ukraine and was awarded the Order of Bohdan Khmelnytskyi, 3rd degree and the Presidential Medal of Honor “For Participation in the Anti-Terrorist Operation.”
Vavryniuk graduated from the Academy of the Border Troops of Ukraine in 1996, the National Academy of the Border Troops in 2003 and 2024 with a degree in national security. In 2025, he completed a course in high-level strategic management and public policy at the National Defense University of Ukraine.
He was appointed First Deputy Head of the State Administration of Ukraine on October 20, 2025. In 2023, he headed the Western Regional Department, and in 2019, the Eastern Regional Department of the State Administration of Ukraine.
Prior to this, Vavryniuk held leadership positions in the border detachments of the Eastern and Western regional departments, as well as in the operational department of the Eastern regional department of the State Border Guard Service of Ukraine.
From December 2014 to July 2015, he was the Deputy Head of the Regional Directorate – Head of the Operational and Military Department of the Eastern Regional Directorate of the State Security Service of Ukraine.
The day before, President Volodymyr Zelenskyy held a meeting with Interior Minister Ihor Klymenko on the security situation and development of the State Border Service of Ukraine. Candidates for the position of the new head of the State Border Service of Ukraine were identified , the appointment will take place soon.
As is known, the head of the State Border Service of Ukraine was Serhiy Vasylyovych Deineko, who was appointed advisor to the Minister of Internal Affairs of Ukraine . In addition, after a short rehabilitation, he will also become the commander of a combat unit of the State Border Service.
We will remind that the President of Ukraine Volodymyr Zelenskyy announced possible personnel changes in the leadership of the State Border Service . In the near future, the Minister of Internal Affairs will present candidates to replace the head of the State Border Service.
