Zelenskyy implemented the NSDC decision on the all-round defense of Ukrainian cities

President Volodymyr Zelenskyy has put into effect a decision of the National Security and Defense Council to strengthen the protection of Ukrainian cities. It provides for the creation of a system of engineering barriers to organize the all-round defense of settlements.

This is stated in Presidential Decree No. 1067/2026.

The document implements the NSDC decision of September 25, which concerns the installation of engineering barriers around cities and the mechanisms for implementing these measures.

At the same time, the details of the plan are not disclosed. The appendix to the decree is marked “For official use”, so it is currently unknown which cities will be affected by the work, which defensive structures are planned to be built, and how long it will take.

The Secretary of the National Security and Defense Council shall monitor the implementation of the decision.

The decree enters into force on the date of its official publication.
