Zelenskyy introduced new sanctions against Russia: who is on the list

Ukrainian President Volodymyr Zelensky has imposed sanctions on 10 companies and 19 Russian citizens involved in the development of Russia’s Rassvet satellite communications system. Separate restrictions have also been applied to 39 vessels of the Russian shadow fleet, which are used to export oil and petroleum products.

The corresponding decrees No. 1072/2026 and No. 1073/2026 were published on the official website of the president.

As reported by the press service of the head of state, Russia intends to use the Rassvet system to control troops, as well as to guide and control strike drones, including “Shaheeds”, and missiles in real time during attacks on Ukraine.

Presidential Advisor and Commissioner for Sanctions Policy Vladyslav Vlasyuk emphasized that this project is an attempt by Moscow to create its own low-orbit satellite system for military needs and the creation of threats outside Ukraine.

“Rassvet is Russia’s attempt to create its own low-orbit satellite system and use it in the war against Ukraine and to create threats to the whole world. The project depends on foreign technologies, equipment and components, so we are hitting these chains already at the development stage and are calling on partners to synchronize sanctions,” Vlasyuk said.

The project’s developer and system integrator, Bureau 1440, was included in the sanctions list. Also under restrictions were Labs 1440, a related manufacturer of solar panels for spacecraft, and FAB Rassvet, a company that develops low-orbit communication satellites and subscriber terminals.

In addition, sanctions were extended to the Belarusian enterprise Aerocosmic Devices and other suppliers of equipment and components for the Russian project.

Five more companies were restricted for supplying foreign industrial equipment, electronic components and optical systems to Russia. They also develop industrial computers and space technology and produce high-precision parts. In particular, the products of the 5C Group company were used in the development of Bureau 1440.

Sanctions against shadow fleet vessels

The second sanctions package covers 39 sea vessels flying the flags of Russia, Barbados, Liberia, the Marshall Islands, Panama, Hong Kong, and other countries.

These vessels are used to transport Russian oil, petroleum products, and gas condensate to China, India, Egypt, Turkey, and other countries.

Among them is the vessel Vasily Dinkov, which in the first six months of 2026 alone made 15 voyages and transported about 726 thousand tons of Russian crude oil.

Ukraine plans to share information about these vessels with international partners to seek agreement and implementation of similar restrictions in other countries. Some of the vessels are already under sanctions by the European Union, the United Kingdom, the United States, Canada, Switzerland, and Australia.

Earlier it was reported that the Main Intelligence Directorate of the Ministry of Defense of Ukraine published a list of 49 Russian and Belarusian enterprises and institutions participating in the development of the Rassvet satellite communication system. Russia is creating it as an alternative to Starlink, in particular to meet military needs. At the same time, 23 organizations involved in the project are still not under sanctions by any of the countries of the sanctions coalition.
