Zelenskyy named the condition for lifting martial law in Ukraine

Ukrainian President Volodymyr Zelenskyy said that martial law in Ukraine can be lifted only after receiving effective security guarantees. According to him, without such guarantees, ending the war with Russia is impossible.

He said this while talking to journalists.

Answering a question about the possibility of lifting martial law during a ceasefire, the head of state emphasized the direct connection between the end of the war and the availability of security guarantees.

“First of all, we all want the war to end, and then martial law will end. And that’s the only way. But martial law will end when security guarantees appear in Ukraine. Without security guarantees, this war will not really end, we will not be able to recognize that it is over, because there may be a risk of repeated aggression with such a neighbor,” said Ukrainian President Volodymyr Zelensky.

He clarified that security guarantees mean monitoring by international partners and their presence.

Zelensky also noted that the decision on the date of the end of the war will be influenced by the position of the command of the Armed Forces of Ukraine.

“They must say that the entire infrastructure of the country is ready to lift martial law,” said Ukrainian President Volodymyr Zelensky.

It is worth recalling that martial law in Ukraine was first imposed on February 24, 2022, in response to a full-scale Russian invasion. President Volodymyr Zelensky signed a decree introducing it, and the Verkhovna Rada of Ukraine approved it on the same day. Martial law was imposed from 05:30 on February 24, 2022 for a period of 30 days, and has been extended several times since then due to the ongoing threat and military aggression.

Martial law is a special legal regime that can be introduced in Ukraine or in certain areas of it in the event of armed aggression or a threat of attack, as well as if there is a danger to state independence and territorial integrity. It provides for the expansion of the powers of state bodies and military command to repel threats and ensure national security, as well as temporary restrictions on certain constitutional rights and freedoms of individuals and the legitimate interests of legal entities.

Martial law allows the state to more effectively organize defense, mobilization, public order, and other important areas during war or a serious threat. At the same time, certain rights and freedoms of citizens may be temporarily restricted in accordance with the legislation of Ukraine.

Recall that in October, Ukrainian President Volodymyr Zelensky signed laws extending martial law and general mobilization for another 90 days — until February 3, 2026 .
