Zelenskyy signed laws on taxes on parcels and income from online platforms.

Ukrainian President Volodymyr Zelenskyy signed laws on taxation of international parcels and digital platform reporting to the tax service.

The corresponding bills No. 15111-d , No. 16051-1 , and No. 15460 with the president’s signature were published on the Verkhovna Rada website.

The documents provide for the abolition of tax breaks for international parcels worth up to 150 euros and the automatic exchange of income information for online platform users with the tax authorities.

Taxes on parcels

VAT on online purchases up to €150 will be assessed and paid by e-commerce platforms. However, non-commercial international parcels up to €45 will remain exempt from VAT.

According to the bill’s authors, the new provisions could generate approximately 10 billion hryvnias annually for the state budget. These funds are planned to be allocated to a special state budget fund for the needs of the Armed Forces of Ukraine.

Online Platform Reporting

Digital platforms will transmit information to the tax service on users’ income received through electronic services, particularly from the sale of goods and the provision of services. Reporting rules must comply with European requirements.

The adoption of the laws is a condition for the International Monetary Fund’s new Extended Fund Facility (EFF) and for Ukraine to receive the first tranche of EU loan assistance under the Ukraine Support Loan.

As a reminder, the Verkhovna Rada previously supported bill No. 16051-1 in its first reading, which amends the taxation rules for purchases from abroad . The document introduces VAT on goods ordered through foreign marketplaces, starting from the first euro.
