President of Ukraine Volodymyr Zelenskyy stated that Kyiv is lagging behind in implementing resilience plans and announced the preparation of urgent security and management solutions for the capital.

Zelenskyy announced this on his Telegram channel.

According to the president, as of mid-October, the implementation of resilience plans in almost all regions of Ukraine, including border and frontline regions, is at a higher level than in Kyiv.

“As of mid-October, practically throughout the country, even in border and front-line regions, the implementation of resilience plans is higher than in Kyiv. And Kyiv residents definitely feel this when, even after single hits by the “shaheeds”, there are power and water outages in a significant part of the capital,” Zelensky noted.

The President emphasized that it is necessary to accelerate the implementation of the capital’s resilience plans, in particular, to strengthen the protection of energy facilities and critical infrastructure.

To this end, he began consultations with representatives of the security sector, business, and local government.

In particular, Zelenskyy reported on conversations with Vasyl Malyuk, Ivan Fedorov, Igor Terekhov, Kostyantyn Yefimenko, and Maksym Yefimov.

“There are weighty proposals, I am grateful for that,” the head of state wrote.

According to the president, consultations will continue, and key tasks include increasing the security of critical infrastructure, coordinating work with the government and military, and improving governance of the capital.

“Protection of energy facilities, critical infrastructure in Kyiv, carrying out tasks together with the government and the military, understanding the needs of the people and rationally changing the algorithms for governing Kyiv – we are preparing solutions,” Zelenskyy emphasized.

What is known about possible personnel changes at the KMVA?

Against the backdrop of the president’s statement, information appeared about possible changes in the leadership of the Kyiv City Military Administration.

In particular, the Telegram channel Ukraine Context, citing its own information, reported that Vasyl Malyuk is currently being considered as one of the main candidates for the position of the new head of the KMVA.

However, there is no official confirmation of this information. The President also did not report on specific personnel appointments based on the results of the consultations.

What Klitschko says about the capital’s preparation for winter

Kyiv Mayor Vitali Klitschko previously commented on accusations of the city’s alleged lack of preparation for the new heating season.

The mayor emphasized that the capital has carried out the necessary preparatory work, and the situation with electricity and water supply largely depends on the consequences of Russian attacks on energy infrastructure.

According to him, Kyiv remains one of the key targets of Russian shelling, which damages the city’s vital facilities.

“The accusations that exist are groundless. We provide information about the preparations. But given the intensity of the shelling and the fact that the lights are out, the power supply system is destroyed, and the infrastructure is collapsing, the mayor is not responsible for air defense,” Klitschko said.

The mayor also drew attention to the fact that the heating season in the capital has not yet begun, therefore, in his opinion, accusations of its disruption are premature.

In a comment to hromadske, Klitschko also stated that Kyiv is prepared for the new heating season, and the accusations against the city authorities may be related to political confrontation.

In particular, he commented on the planned action for October 17 demanding his resignation, suggesting that its information dissemination is carried out through resources associated with the central government.

According to Klitschko, the city authorities continue to ensure the operation of municipal infrastructure and eliminate the consequences of the attacks. At the same time, he emphasized that protecting the city from air threats requires coordination with military and state structures.

The Verkhovna Rada summoned Klitschko to give a report

On October 13, the Verkhovna Rada supported the proposal to hear the mayor of Kyiv regarding the situation in the capital.

The initiator was MP Mariana Bezugla, who stated the need to receive an explanation from the mayor regarding the state of the city’s infrastructure and preparations for winter.

“You see what is happening in the capital. And we have never heard Klitschko,” Bezugla said during a parliamentary session.

The proposal was supported by 151 MPs, eight voted against, and another nine abstained.

As Interfax-Ukraine reports , Klitschko was summoned to parliament on October 14, 12:00.

The mayor’s press secretary, Oksana Zinoviev, noted in a comment to hromadske that as of the time of the journalists’ request, an official invitation had not yet been received.

“We don’t have an official invitation yet. We heard from the people’s deputies that they voted for it. We will receive an invitation – the mayor will go,” she said.

The issue of mobile shelters in Kyiv

Separately, a discussion is underway in the capital regarding the installation of mobile protective structures.

Previously, the Kyiv City Prosecutor’s Office filed a lawsuit with the court regarding the inaction of the Kyiv City State Administration and the Kyiv City Council in the issue of arranging mobile shelters.

Commenting on the situation, Klitschko reported that in the fall of 2025, the capital allocated 500 million hryvnias for the purchase of such structures.

However, the funds were not used, after which they returned to the city budget.

According to the mayor , the balance sheet holders of the shelters and the managers of the corresponding funds are the district state administrations.

He emphasized that the responsible structures had the opportunity to organize the procurement, but did not take advantage of it.

“Those who want will find an opportunity, those who don’t want will always find a reason,” Klitschko noted.

As a reminder, on October 11, emergency power outages were introduced in four districts of Kyiv due to the consequences of Russian attacks. Some consumers in Obolonsky, Podilsky, Shevchenkivsky, and Desnyansky districts were left without electricity. Electric transport was also temporarily suspended due to the lack of voltage.

In addition, Kyiv has prepared over two thousand places to accommodate people who will need help in the winter . As of October 7, the city authorities have identified 38 institutions with a total of 2,051 places for temporary accommodation, including for the elderly, people with disabilities, and other vulnerable categories of the population.
