If you read the news about Volodymyr Zelenskyy’s turbulent foreign policy activities this week, you can notice several interesting and telling details.
It is difficult to see who from the government, and even the Ministry of Foreign Affairs, participated in the commemorative visits and signing of documents. But Yermak is everywhere.
Against this background, it is important to pay attention to what documents were signed during the tour – for a second, of the President of Ukraine – “to warm countries”:
### Greece
– Letter of intent on cooperation in the field of natural gas supply for the 2025–2026 heating season between NJSC “Naftogaz of Ukraine” and DEPA Commercial.
### France
– Declaration of Intent between Ukraine and France on Cooperation in the Acquisition of Defense Equipment (Historic Defense Declaration).
– Additional intergovernmental protocols/memorandums to implement this declaration, in particular regarding technical assistance and prospects for joint production (the content is not detailed enough in public sources).
### Spain
– Defense Memorandum between Ukraine and Spain (for 3 years).
– Memorandum on countering Russian disinformation.
– Memorandum of Cooperation in the Tourism Sector between the Ministry of Industry and Tourism of Spain and the State Agency for Tourism Development of Ukraine (DART).
– Letter of intent to sign an agreement on technical and financial cooperation between Ukraine and the Kingdom of Spain.
– Memorandum on mechanisms of bilateral economic and financial cooperation.
– Memorandum of Understanding on Industrial Cooperation in the Field of Security and Defense between Spanish Companies and the Ukrainian Company “Praktika”.
None of the published reports contain information about the signing of individual new bilateral intergovernmental agreements in Turkey – there were mainly political consultations and discussions of joint projects without formal signing of papers at the end of the week.
