“Andriy and Vova’s Business”: How Corruption Schemes Work in the Defense Industry

During a discussion of the situation surrounding the Fire Point company, former Minister Andriy Reva expressed suspicions about the transparency of ownership of this defense asset, drawing attention to the fact that the company, which receives billion-dollar government orders, is headed by individuals without proper specialized education and experience in rocketry.
Former Minister of Social Policy Andriy Reva told this in a comment to “Pryamo”.
He questioned the competence of the company’s management and the transparency of the distribution of profits from cooperation with foreign investors.
“Do you believe that Shtilerman should have pocketed $300 million? Mindich and the same Shtilerman are front figures. This is Andriy and Vova’s business. That’s who the money should have gone to,” Reva emphasized.
The former minister compared the current situation with the history of the Motor Sich plant, warning against selling strategic assets to dubious investors from the UAE. He is convinced that the company, which is of critical importance for defense, is actually controlled by individuals without the appropriate education and experience in aircraft construction.
According to Reva, instead of nationalizing the enterprise, the authorities are facilitating the withdrawal of budget funds through front figures, turning rocketry into a tool for receiving kickbacks.
As a reminder, Ukrainska Pravda has published a new part of audio recordings that, according to journalists, were made by NABU as part of the Midas case. These are conversations recorded in the summer of 2025 in the apartment of businessman Timur Mindich, who is called a defendant in the energy corruption case.
As reported by the representative of the Anti-Corruption Council under the Ministry of Defense, Tetyana Nikolayenko, the tapes made it clear not only that Mindich is connected with FirePoint, but that he manages the very process of production and attracting investment funds. But it turns out that the former Minister of Defense traveled to the UAE and lobbied for attracting investment in this particular campaign, as well as pushed for the allocation of budget funds for it.
In addition, one of the conversations documented by NABU as part of the “Midas” case in the apartment of currently sanctioned businessman Timur Mindich was with a woman named Natalya and concerned the construction of estates for former Deputy Prime Minister Oleksiy Chernyshov, who is suspected of abuse of office and receiving a bribe, Mindich, and two other people called “Andriy” and “Vova.”
Later, Ukrainska Pravda published the second part of the transcripts of the so-called “Mindich tapes,” which talk about the possible influence of people close to the Office of the President on the state-owned “Sens Bank” and the chemical enterprise “Karpatneftekhim.” At the same time, People’s Deputy Yaroslav Zheleznyak published new audio recordings of conversations between businessman Timur Mindich and former Defense Minister Rustem Umerov, in which personnel appointments in the government and the diplomatic corps are discussed.
