Ukrainian President Volodymyr Zelenskyy said that Ukraine will not agree to a limitation on the size of the army and neutral status within the framework of negotiations. Kyiv is ready to discuss the issue of territories only at the level of state leaders, despite US proposals for a possible exchange of territories.

He spoke about this in an interview with TSN .

Volodymyr Zelenskyy stressed that Ukraine’s security guarantees cannot be determined by Russia. According to him, limitations on the size of the Ukrainian army and the neutral status of the state are not up for discussion.

“Our security guarantees are our security guarantees, they cannot be dictated by the Russian side. The limitations of our army and the neutrality of Ukraine are not negotiable,” the president said.

Zelensky called the territorial issue a separate red line. He noted that it can be discussed exclusively at the level of state leaders.

According to the president, the US has been raising the topic of exchanging territories for a long time, using the term land swaps. At the same time, there are other formats and proposals for negotiations.

“Everyone should understand: first, we are not exchanging anything for anything. We are ready for discussion. If it is a territorial issue, then at the level of leaders. Other issues – at the level of technical groups. So, all this can be discussed in November,” Zelenskyy said.

As reported, negotiations between Russian dictator Vladimir Putin and US President’s special representative Steve Witkoff have concluded in St. Petersburg. The parties discussed a possible peaceful settlement of the war in Ukraine for about three hours.

Later, US Presidential Special Envoy Steve Witkoff announced that the US, Ukraine and Russia would continue peace talks in a trilateral format at a technical level . The American side called the previous meetings constructive and announced further work on a peace agreement.
