EU plans to limit temporary protection for men of military age: details

EU countries are considering excluding Ukrainian men of military age from the extended temporary protection scheme. This is necessary to maintain Ukraine’s military reserve, but the restrictions may only apply to future applicants.

The proposal arose during discussions on extending temporary protection for Ukrainians, which would allow them to live and work throughout Europe without having to resort to national asylum systems.

The temporary protection scheme for Ukrainians is currently valid until March 2027 after an extension agreed last year.

Among the options being discussed, according to an internal EU Council document, is the extension of temporary protection with a narrowing of its scope. In particular, the exclusion of men of military age and persons who left Ukraine illegally is being considered.

Last year, the European Commission called on member states to gradually prepare for the end of the program.

In 2024, a decision was made on a coordinated approach to transitioning Ukrainians to more stable legal statuses, but progress in this direction remains uneven.

Some governments have expressed concern that a significant proportion of the new arrivals are men of military age. Representatives of some states believe that such steps are in Ukraine’s interests, will help strengthen resistance to Russia, and will also contribute to future efforts to rebuild the country, the document says.

In particular, the future of this system will be discussed by migration ministers at the Justice and Home Affairs Council meeting this week. They are expected to provide political recommendations on the way forward. Any future extension or revision of the programme must be proposed by the European Commission.

Previously, “Pryamiy” reported that the Czech Republic has begun discussing possible changes regarding the stay of Ukrainians who have received temporary protection. In particular, this concerns men of draft age.

Also, Ireland is gradually winding down the free accommodation program for Ukrainian refugees, which is why some people are forced to look for housing on their own or move to other regions of the country.
