Mobilization from June 1: what changes and who will be affected first

The Verkhovna Rada extended martial law and general mobilization in Ukraine until August 2, 2026. At the same time, the current mobilization rules remain unchanged for now.

According to the Law of Ukraine “On Mobilization Training and Mobilization”, the conscription age is from 25 to 60 years. Men over the age of 18 can only be recruited voluntarily — under a contract, in particular within the framework of the “Contract 18–24” program.

If a man under 25 has already served in the military, he automatically acquires the status of a conscript and may receive a summons.

However, the actual lower age limit for mobilization is exactly 25. From this age, a man automatically falls into the category of those liable for military service and can be drafted unless he has a deferment or grounds for exemption from service.

The upper age limit for most men is 60. At the same time, for senior officers, it is extended to 65. After 60, men can also do military service voluntarily — under the “Contract 60+” program, if there is an appropriate decision from the command.

Since June 1, mobilization rules in Ukraine remain in effect – no new norms have been introduced yet.

Who will be mobilized first:

• men aged 25 to 60 with no military experience — provided there are no health problems, deferments, or reservations. This is the main category of conscription;

• men aged 18 to 60 who have already served or have the status of those liable for military service, including reserve officers – if they are deemed fit and do not have a deferment;

• citizens who were previously removed from military registration due to health reasons, but were later found fit for service by a repeated military medical commission, as well as persons with the status of “limitedly fit”, which has now been canceled.

Thus, the key factors remain not only age, but also military status, health status, and the absence of legal grounds for deferment or exemption from service.

At the same time, the government is preparing some changes.

Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi said that servicemen discharged from service will receive a deferment from re-call-up in proportion to the number of days spent at the front. According to him, this mechanism is already being worked out by the military command, and practical solutions should be prepared at the brigade level.

The Ministry of Defense also announced its intention to transform territorial recruitment centers into “Reserve+ Offices.” It is planned to create two separate units: recruitment offices – for military registration, recruiting, and registration for service, as well as support offices – for social issues, including compensation for the wounded and payments to the families of the deceased.

At the same time, this project is still at the discussion stage and has not been enshrined in resolutions or draft laws.

Earlier, “Pryamiy” reported that the head of the President’s Office , Kyrylo Budanov, commented on possible changes in the field of mobilization and the work of the CCK. According to him, as long as the war continues, it is impossible to completely eliminate all problems in this area.

Ukrainian President Volodymyr Zelenskyy also signed laws extending martial law and general mobilization for another three months.
