Secret lectures for millions: how officials receive “second salaries”

Quietly and imperceptibly, behind all the loud noise of the monoZE marathon, a scandal is brewing that would have become a top story under any other president. All “ideological democratic” publications, without exception, would have covered this.

It turns out that Prime Minister Svirydenko, Minister of Economy Sobolev, Minister of Finance Marchenko, and Presidential Commissioner for Sanctions Policy Vlasyuk receive a second salary. And they receive it officially, without hiding it from regulatory bodies. Well, like, the law does not prohibit an official from teaching.

Moreover, the Kyiv School of Economics proudly posts photos of all these “deserving” people on its website, saying they are our elephants!

But, as we know, the devil is in the details. So.

Prime Minister Svyrydenko received a salary of 3.2 million hryvnias at the Kyiv School of Economics, run by the clownish Timofey Mylovanov. And all that would be nothing, if not for one “but.”

This same Svyridenko was Mylovanov’s deputy when he headed the Ministry of Economic Development, Trade and Agriculture. That is, their joint work brought them together not only in the field of science.

Then Sviridenko made a dizzying career all the way to the Prime Minister of Ukraine. And here we see Mylovanov as a member of the supervisory board of Energoatom. Yes, yes, the same one where Mindich’s schemes worked so hard. And the supervisory board is appointed by the Cabinet of Ministers, which is headed by… Mylovanov’s former deputy Sviridenko.

A scandal broke out, Mylovanov was fired from Energoatom, but this does not sink in, and very quickly we see Mylovanov as a member of the supervisory board of Ukroboronprom. The supervisory board of which (based on the results of a competition, for example) is appointed… again by the Cabinet of Ministers.

I predict a question. Is it that Mylovanov dumped Svirydenko for 3.2 lams for the appointment? Maybe. But as a person with a spoiled job in business, I have a different version. There are people who are called “decision makers”. They come to them with certain ideas, which such people help to implement… thanks to their connections among those in power. Mylovanov definitely has such connections – his former deputy now manages the entire economy of Ukraine.

But Ms. Svyrydenko teaches at the Kyiv School of Economics, you might object. There’s nothing strange in the fact that she receives the money she earns. Teaching is hard work. I’m a sergeant instructor, so after teaching mobilized people at the BZVP, I’m knocked off my feet every day, and here is the School of Economics! Logical?

It was precisely in order to find out the details of Ms. Svyrydenko’s teaching activities that People’s Deputy Volodymyr Ar’yev submitted a request to the Kyiv School of Economics with a simple question – how many academic hours of classes did Prime Minister Svyrydenko have in 2025? Do you know what the Kyiv School of Economics responded to the People’s Deputy of Ukraine’s request? It replied: “We are forced to refuse to provide the requested information.”

The people call it: “We didn’t send you after the Russian warship.” And such a lack of response looks much more telling than any response.

But this is not the limit. Minister of Economy Oleksiy Sobolev received a salary of UAH 1.8 million from the KSE – more than his official salary. Presidential Commissioner for Sanctions Policy Vladyslav Vlasyuk reported a salary of UAH 2.8 million – he probably talked a lot and interestingly about President Zelensky’s sanctions, which, as is known, the Office of the President is now trading and using as a tool of repression. Minister of Finance Marchenko did not reflect income from the KSE at all, he probably did not disclose it last year.

This whole story at least fits into the concept of “conflict of interest” and should already become the topic of high-profile journalistic investigations. At least, because another option is also possible: Mylovaniv’s KSE is a black box for regular bonuses to the prime minister and ministers for loyalty and making the right decisions. Let me remind you that under the Constitution, the prime minister has even more power than the president. And the Verkhovna Rada generally dictates the rules of the game to the president and the prime minister.

We have already heard about envelopes with cash for Verkhovna Rada deputies. The level of the Prime Minister is somewhat higher.
