“Stern reminder”: the EU criticized the attempt to undermine the independence of the SAPO and NABU
The European Parliament called on the authorities to ensure the full independence and effectiveness of key anti-corruption institutions – the Specialized Anti-Corruption Prosecutor’s Office (SAP) and the National Anti-Corruption Bureau (NABU).

In the resolution, the European Parliament stressed that Ukraine should ensure transparent procedures for appointing heads of anti-corruption bodies , protect them from any political interference and grant them full institutional autonomy. MEPs paid particular attention to the SAPO, which needs to be guaranteed greater independence from the Prosecutor General’s Office.
At the same time, NABU, according to European politicians, needs additional technical capabilities – in particular, timely access to forensic medical examinations and autonomous wiretapping, which will allow for more effective investigation.
At the same time, the European Parliament positively noted the increase in the number of staff at the SAPO , but stressed the need to provide them with adequate financial and technical resources. This, according to MEPs, is a key condition for increasing the operational capacity of the agency.
Separately, the resolution speaks of the need to consider structural reform of the State Bureau of Investigation in order to strengthen its independence and prevent abuses in the future, especially in the context of post-war political processes and election campaigns.
The document expresses concern about the attempt by the Ukrainian authorities to undermine the independence of anti-corruption institutions , which, however, collapsed due to the active resistance of civil society. The European Parliament stressed that such steps are dangerous and could harm not only internal reforms, but also benefit Ukraine’s enemies. This case should, in the opinion of the deputies, be a stern reminder to those who are ready to sacrifice the country’s future for the sake of narrow party interests.
The European Parliament reiterated that a genuine fight against corruption in Ukraine is only possible with long-term commitments and comprehensive reforms that guarantee the reliable functioning of the system of checks and balances. Independent anti-corruption bodies are a guarantee of the trust of citizens and partners, as well as a key element in Ukraine’s reform agenda.
The day before yesterday, the fifth President of Ukraine and leader of “European Solidarity” Petro Poroshenko, who is in Strasbourg, reported on the key messages in the adopted Resolution of the European Parliament . These are about increasing aid for weapons production, opening accession negotiations, and supporting democracy in Ukraine.
We will remind you that the European Parliament called on the Ukrainian authorities to ensure the independence of the NABU and the SAPO , lift the travel ban on deputies, and ensure parliamentary pluralism.
At the same time, the rapporteur on Ukraine, Member of the European Parliament Michael Haller, called on the Ukrainian authorities to stop putting pressure on the opposition.
