The European Union has officially begun preparations for the opening of the first cluster of accession negotiations with Ukraine and Moldova, which will mark the start of the official process of synchronizing legislation.
This was reported by political analyst Volodymyr Horbach on the “Pryamiy” TV channel, commenting on information about the lifting of the 17-month Hungarian veto and the preparation of intergovernmental conferences, which may take place as early as mid-June.
“The first cluster is precisely about the rule of law. And this is exactly what, obviously, will be the most difficult thing for the current Ukrainian authorities to accomplish,” the studio guest noted, analyzing the upcoming negotiation process.
Gorbach stressed that the technical level of preparation of the negotiators is high, but the main difficulties will arise at the stage of practical implementation of the laws. The key challenges for the authorities remain ensuring the independence of the courts, respecting the rights of the opposition, and abandoning the practice of political persecution.
The situation is complicated by the crisis in the Verkhovna Rada, which has recently demonstrated its inability to promptly make important decisions, the political analyst added.
As a reminder, the European Union has begun the official procedure for opening the first negotiation cluster for Ukraine on its path to EU membership. This is Cluster No. 1 “Fundamentals”, which covers the issues of the rule of law, democratic institutions, and public administration.
Earlier it became known that Ukraine and the European Union may open two negotiation clusters within the framework of the EU accession process as early as June. It is noted that the expansion of the negotiation process became possible due to progress in consultations between Ukraine and Hungary on the rights of the Hungarian national minority.
Meanwhile, the European Union is looking for ways to speed up the Western Balkans’ accession to the bloc, a matter that is set to be discussed at an upcoming summit of European leaders and representatives of candidate countries.
