The Cabinet of Ministers of Ukraine has adopted a resolution on the establishment of a Coordination Center for organizing the reservation of military personnel for the period of mobilization and wartime.
This was reported by the Ministry of Economy.
It is noted that the Coordination Center will act as a temporary advisory and consultative body under the Cabinet of Ministers. The Government also approved its composition and regulations on its activities.
Among the main tasks of the Center are coordinating the work of state bodies and developing solutions to problematic issues related to the reservation of military conscripts.
“Separately, the Center will consider proposals from state bodies to recognize enterprises, institutions, and organizations as critically important for the economy, ensuring the vital activity of the population, as well as for the needs of the Armed Forces of Ukraine and other military formations,” the Ministry of Economy explained.
The department emphasized that state bodies should take into account the recommendations of the Coordination Center when making decisions on recognizing enterprises as critically important.
The Ministry of Economy recalled that changes to the reservation procedure and the definition of critically important enterprises were introduced by a resolution of the Cabinet of Ministers dated May 30. They concern enterprises, institutions and organizations that ensure the functioning of the economy and the state under martial law.
The first block of changes concerns the salary criterion. To confirm the status of a critical enterprise, as well as to reserve an employee, a minimum salary level requirement has been established – not less than three minimum salaries, which currently amounts to UAH 25,941. For enterprises located in front-line areas, a separate requirement remains – 2.5 minimum salaries, or UAH 21,618.
The second block of changes concerns employees who work part-time or already have a deferral from mobilization for other reasons. Such employees will be counted in the reservation quota only once – at their main place of work.
The third block involves revising the criteria for criticality of enterprises. Ministries, other central executive bodies, and regional military administrations must re-approve their criteria in consultation with the Ministry of Defense and the Ministry of Economy. After that, enterprises that already have the status of critical must confirm compliance with the updated requirements.
It was previously reported that the current status of critical businesses and the reservation of their employees will remain in effect until September 1, 2026. At the same time, businesses must confirm compliance with the updated criteria after they are reviewed by government authorities.
