President Volodymyr Zelenskyy stated that on October 16 and 17, Russian forces struck more than 15 important power generation and transmission facilities in various regions of Ukraine.
According to the president, the situation was most dire in Lutsk, Rivne, Zhytomyr, Vinnytsia, Shepetivka, Slavuta, and Netishyn. Attacks also targeted the energy sector in the Kharkiv, Kyiv, Dnipropetrovsk, and other regions.
“Between 7 p.m. yesterday (October 16 – ed. ) and 7 a.m. today (October 17 – ed. ), more than 320 jet and gasoline-powered ‘shahids’, as well as loitering munitions, cruise and ballistic missiles, were used against our energy sector, against our cities and communities,” Zelenskyy said in his address.
He noted that Russia is attempting to trigger a blackout in Ukraine right before winter, leaving millions of Ukrainians without electricity and heat. Against this backdrop, he thanked his European partners for their latest aid packages and regretted the decision to “completely ignore the Lindsey Graham Act, which should have imposed truly effective pressure on Russia to end this war.”
“This law could – and still can! – be very helpful. Pressure is needed to stop this. The American sanctions blackout, the easing of pressure on the aggressor, and monetary rewards for Putin – all this only encourages him to continue his attacks,” said Volodymyr Zelenskyy.
As a reminder, US President Donald Trump has refused to impose sanctions against Russia under the Graham-Blumenthal Act.
At the same time, Russia carried out another shelling of Ukrainian cities, provoking a blackout in Vinnytsia.
