The Ministry of Culture has updated the criteria for critical enterprises: what will change

The Ministry of Culture and Strategic Communications of Ukraine has updated the criteria by which enterprises, institutions, and organizations that are important for the country’s economy in the field of culture and information will be determined.

This was reported by the press service of the Ministry of Culture.

According to Order No. 711 of June 30, an enterprise or institution may receive the status of critical if it meets one or more specified criteria.

For information technology companies

The main criteria include:

    • having national status;
    • monthly production of patriotic and socially important audiovisual works for TV channels or their broadcast in the “United News” telethon;
    • activities in the field of parliamentary broadcasting, foreign broadcasting or public broadcasting;
    • ensuring the work of foreign media in Ukraine, provided that relevant agreements and accredited employees are in place;
    • production of official printed publications of the President of Ukraine, the Verkhovna Rada, the Cabinet of Ministers, the Constitutional Court, the Supreme Court and other state authorities;
    • activity as a provider of audiovisual services, if at least 50% of the content is Ukrainian-made products.

In addition, enterprises that:

    • belong to the sphere of management of the Ministry of Culture;
    • print school textbooks;
    • research the television audience using their own TV panel;
    • implement information campaigns in frontline or deoccupied regions;
    • create projects within the framework of the “Tysyachovesna” initiative under contracts worth from 100 thousand UAH.

For the cultural sphere

The criteria for cultural institutions have also been updated. In particular, organizations that can receive the status of critical importance are those that:

    • have national status;
    • belong to the sphere of management of the Ministry of Culture or the State Film Agency;
    • form and preserve the state part of the Museum Fund of Ukraine;
    • ensure the preservation of state library funds;
    • work in the field of cinematography and during the year held at least 500 film screenings in at least 10 regions, of which at least 20% were free for military personnel, veterans, IDPs and other categories;
    • produce national films with state funds;
    • develop innovative technologies for film production;
    • create adapted subtitles and audio descriptions for people with hearing or visual impairments.

Organizations that, over the past year, have:

    • have implemented at least two all-Ukrainian or international cultural and artistic projects to popularize Ukrainian culture;
    • held at least three cultural and artistic events for military personnel and veterans;
    • have been working in Ukraine for at least three years.

Separate criteria are provided for film industry enterprises. They concern the production and distribution of Ukrainian films, holding international film events, and popularizing Ukrainian cinema abroad.

In particular, the status of critically important may be obtained by Ukrainian publishing houses that implement book projects, popularize Ukrainian literature in Ukraine and abroad, work under KVED 58.11 “Book Publishing” and are included in the state register of publishers.

It was previously reported thatbusinesses that want to receive critical status and reserve their employees will have to meet new requirements. The Ministry of Economy, Environment and Agriculture has revised the criteria for granting such status, making them stricter.

At the same time, the current status of critical businesses and the reservation of their employees will remain in effect until September 1, 2026. By that time, businesses must confirm compliance with the updated criteria after their review by authorized government agencies.
