On November 26 and 21, following a tender process, the Infrastructure Restoration and Development Service in Ivano-Frankivsk Oblast signed two contracts with PBS LLC for the capital repair of highways worth UAH 2.46 billion.

The 22.8 km of the T-09-06 Ivano-Frankivsk-Nadvirna road between the villages of Pasichna and Bystritsa is to be repaired for UAH 2.18 billion. Another UAH 278 million will be spent on repairing a section of the H-09 Mukachevo-Lviv road near the village of Mykulychyn.
Moreover, they plan to spend the money now, without waiting for the war to end. In December, 146 million hryvnias will be spent through the largest tender, followed by a billion next year, and another billion in 2027.
Furthermore, on December 3, the Service announced a tender for the development of design documentation for the construction of a completely new Carpathian road from Bystritsa to Yablunytsia via Polyanytsia, home to the Bukovel resort. The project envisions the construction of a 28.6-kilometer road with an estimated cost of UAH 6.57 billion.
In total, the state is prepared to allocate at least UAH 9 billion for road works leading to private resort areas.
New roads, new resorts, new beneficiaries
According to the Free_svydovets initiative group, Bukovel LLC approached two village councils back in 2022 with an initiative to begin preparations for the construction of new resorts— Bistritsa and Turbat.
The plan was ambitious: more than 25,000 vacationers at a time, more than two hundred kilometers of slopes, and dozens of lifts.
At the same time, the long-standing mega-project “Svidovets” is being developed in the region, designed for 28,000 tourists and over 700 hectares of infrastructure.
The new roads currently being commissioned by the state lead directly to the construction zone of the new resorts. The first section leads to Bystritsa, the second is a direct approach to Bukovel from Nadvirna. A third section is planned – a direct corridor connecting Bukovel with Bystritsa.
Stick plus Shevchenko and Zelensky, minus Mindich and Kolomoisky
As Nashi Dengi reported, PBS LLC is registered to Ivanna Nepik, an employee of the Bukovel resort, but its real owner is believed to be former MP Oleksandr Shevchenko, the former director of Bukovel.
Shevchenko is a friend and business partner of MP Ihor Palytsia, a longtime associate of Ihor Kolomoisky. Kolomoisky was previously the owner of Bukovel.
But after Poroshenko’s team first targeted the oligarch’s oil and banking assets, and Zelenskyy’s team jailed Kolomoisky in the SBU pretrial detention center, the resort changed hands. Currently, Bukovel LLC is owned by Oksana and Zakhar Palytsia, a former member of the militia and the son of a member of parliament.
Palka’s structures are also connected to companies previously owned by Timur Mindich, co-founder of the Kvartal-95 studio and business partner of Igor Kolomoisky.
Nashi Dengi previously described the connection between Mindich and Palka in a story about the amber business. Specifically, Mindich was the owner of PJSC Centerrelevatormlinstroy , which owns real estate in Kyiv. Oksana Palytsia is currently listed as the company’s beneficiary.
He was also a co-founder of Carpathian Investment Alliance LLC , which is now owned by Oksana Palytsia and Oksana Tsikhotska.
Ihor Palytsia is the head of the “For the Future” party. Members of this group previously voted to abolish the NABU and SAP , and on December 3, they united to help the “Servants of the People” pass the 2026 budget, which includes funds for projects that could serve as campaign advertising for presidential candidate Zelenskyy and his new party. These include the so-called “Vova Thousand” for cash distributions to the population, cashback offers in retail, and government funding for the Unified Telemarathon.
The budget should also include funds for road construction in Bukovel. However, either out of natural caution or due to his traditional service in the “Monaco Battalion,” Palytsia himself did not vote for the budget, and thus allegedly avoided formal charges of conflict of interest.
Tender details
PBS’s only competitor in both tenders was the Azerbaijani company AzVirt MMC. Bidders in the two-billion-ruble tender must confirm the availability of eight key engineering and technical personnel, 89 road workers, and at least 27 machine operators, drivers, and operators. A material and technical base with at least 26 types of equipment, as well as a certified laboratory and an asphalt mixing plant, was required. The company’s annual revenue must be at least 30% of the expected procurement value, and its experience must include at least one similar contract over the past six years, fulfilling at least 50% of the total, and full coverage of 15 key types of work as listed. The electronic bank guarantee for the role security was 0.5%, and the contract performance guarantee was 0.2% of the expected value.
AzVirt filed a number of complaints regarding procedures, ranging from excessive detail in job descriptions and references to specific equipment to non-compliance of Ukrainian document forms with international standards. After partial changes to the tender documentation for road repairs near Mykulychyn, AzVirt’s lower-cost proposal was rejected due to the failure to provide an electronic bank guarantee, a lack of Ukrainian translations, inconsistencies in the list of required equipment, and so on.
PBS from Bystritsa was registered in 2004. It is owned by Ivanna Nepik and managed by Volodymyr Melnychuk. Since 2016, the company has received contracts worth UAH 53.92 billion.
The Ivano-Frankivsk Oblast Infrastructure Restoration and Development Service is headed by Lyubomir Semanov, and Olga Narayevska is responsible for procurement.
Earlier, European Solidarity called for a revision of the 2026 budget and for the allocation of funds to the military.
European Solidarity also calls on Ukrainian President Volodymyr Zelenskyy to veto the 2026 State Budget, which was adopted by a mono-majority.
