Ukraine’s Permanent Representative to the United Nations Andriy Melnyk called on UN member states to find a political and legal mechanism to deprive Russia of its permanent membership in the Security Council due to the war against Ukraine and constant shelling of the civilian population.
He stated this on May 19 during the Security Council’s open debate on the protection of civilians in armed conflicts.
Melnyk emphasized that in the winter, Russia attacked energy infrastructure facilities in order to “force millions of civilians to submit through the cold.”
According to him, the Russian Federation is using the tactic of “double strikes”: after the first attack, a second one occurs “just to kill medical personnel and rescuers.”
He also explained Russia’s tactics called “people safaris.”
“Russian drone operators are deliberately hunting and killing civilians on the streets, attacking ordinary people, ambulances, and humanitarian transport,” Melnyk commented.
Previously, “Pryamiy” reported that in 2026, the United Nations Development Program will allocate an additional $230 million for the urgent purchase of energy equipment for Ukraine.
This involves the supply and installation of powerful cogeneration units, gas turbine equipment, transformers, compressor stations, modular boiler houses and other critically important equipment for Zaporizhia , Kyiv , Odessa , Mykolaiv , Kharkiv , Chernihiv , Kremenchuk , Lviv , Lutsk , Shostka and other Ukrainian cities.
Also, during a press conference, United Nations Secretary-General Antonio Guterres answered a question from a Russian journalist about the possibility of applying the principle of self-determination to the temporarily occupied Crimea and Donbas. The UN stated that in this situation, the principle of Ukraine’s territorial integrity prevails.
