Ukraine risks losing IMF money: what is the reason?

The Verkhovna Rada has faced serious difficulties in passing bills necessary to implement agreements with the International Monetary Fund. MPs are refusing to support government initiatives, which puts financial assistance at risk.
Political scientist Valeriy Honcharuk links this situation to the lack of proper communication between the Cabinet of Ministers and the parliamentary corps.
“Such things are not decided from the podium, but through complex agreements. It is obvious that Svyrydenko or other government officials need to go to parliament and meet with factions, talk, prove their position, find some kind of compromise. And since there is no such dialogue, the government does not consider it appropriate to do this, and the majority has a lot of questions – so the situation is developing as it is,” the head of the electoral technologies department of the Situation Modeling Agency noted on the air of “Pryamy”.
According to him, the problem is exacerbated by the fact that Ukraine has already failed to meet a number of indicators of the Ukraine Facility program, which has led to the loss of significant amounts of European aid. In addition, about four important laws, in particular on railway transport, remain unreviewed, which blocks the receipt of $ 3.3 billion from the World Bank.
Honcharuk recalls that earlier the parliament demonstrated a high speed of voting on Bankova’s initiatives, but now there is mutual fatigue and a lack of dialogue. In his opinion, the president visits foreign parliaments more often than the Ukrainian one, which negatively affects the cohesion of the power team. The situation requires an immediate revision of the model of communication between the branches of power, – the studio guest summed up.
Recall that the fifth President Petro Poroshenko, during his speech in the Verkhovna Rada, stated that the crisis of public administration is deepening in Ukraine, and once again called for the creation of a coalition of national unity and a government of national salvation, the priorities of which should be financing the Armed Forces of Ukraine, European integration reforms, and social support for vulnerable categories.
As is known, parliamentary activity has been threatened by an acute crisis within the parliamentary body and a chronic lack of votes for decision-making. The next plenary session was canceled, which, according to political scientist Volodymyr Tsybulko, indicates deep internal contradictions among the elected representatives.
People’s Deputy Oleg Synyutka believes that the situation in the Verkhovna Rada indicates not just parliamentary troubles, but a full-fledged crisis of the entire power vertical . Since 2019, the parliament has been underthe strict control of the President’s Office , but now this management model has ceased to work effectively due to internal contradictions and corruption scandals.
The current situation in the Ukrainian parliament also threatens the pace of rapprochement with the European Union due to internal disorganization. Despite the commitment to adopt dozens of legislative acts in various clusters, work has effectively stopped, and the lack of votes and ignoring minority opinions create conditions for deep stagnation.
According to Ivan Us, a candidate of economic sciences, the parliamentary crisis directly affects the fulfillment of obligations to international creditors. The delay in voting for the IMF “beacons” puts the social sphere, including pension payments, under attack .
