Two officials said covert operations could be the first, but they did not provide specific details. The Pentagon referred questions to the White House, and officials at the Central Intelligence Agency declined to comment.

The report also mentions that there is a Russian contingent of over 120 military personnel in Venezuela. According to journalists, it is led by Russian General Budanov.

“President Trump is prepared to use all elements of American power to stop the flow of drugs into our country and bring those responsible to justice,” a US administration official said.

Among the options being considered are steps that could be aimed directly at removing Maduro. The Venezuelan leader, in power since 2013, has said Washington is seeking to overthrow him and that the country “will resist any such attempt.”
