Millions in losses to the state: SBU exposed a scheme to embezzle funds

The Security Service of Ukraine, in cooperation with the National Police, has uncovered a large-scale scheme to embezzle state funds allocated for strengthening the engineering protection of energy infrastructure facilities in the Kharkiv region. The organizers of the scheme profited from the construction of protective structures for the Zmiivska TPP in the Kharkiv region.

The suspicion was reported to two officials of commercial structures who had appropriated state funds during the construction of a protection system for the Zmiivska TPP.

One of the defendants in the case was a 54-year-old site manager at an industrial enterprise in the energy sector, and the other was a 60-year-old director of a private contracting company that was involved in the project.

It is known that in December 2024, a contract was signed between the thermal power plant and the contractor for the performance of work on the protection of the thermal power plant. The cost of the work was UAH 245 million.

According to the investigation, the participants in the scheme entered false data into the documentation and organized the use of a concrete mix that did not meet the established design and technical requirements.

As a result of criminal actions, the state suffered losses in the amount of UAH 8.1 million.

The forensic construction and technical examination conducted by the SBU confirmed the fact of illegal activity and established the amount of damage caused to the state.

Both participants in the scheme were informed of suspicion under Part 5 of Article 191 of the Criminal Code of Ukraine (appropriation of another’s property by abuse of official position, committed by prior conspiracy by a group of persons on a particularly large scale).

The suspects face up to 12 years in prison with confiscation of property.

The investigation is currently ongoing. Law enforcement officers are investigating all the circumstances of the case.

Earlier, “Pryamiy” reported that NABU and SAPO exposed a large-scale scheme of embezzlement of Energoatom funds . The investigation established that during the construction of the Tashlyk PSP, the cost of equipment was artificially inflated by almost UAH 170 million.
