Riot against Bankova: how the Rada turned into an Italian strike

The current situation in the Verkhovna Rada is not a classic parliamentary crisis, but rather a deep problem in state governance. The deputies have effectively found themselves in opposition to the current methods of governance, which led to the so-called Italian strike.
This opinion was expressed on the air of “Pryamoy” by Oleksandr Leonov, executive director of the Center for Applied Political Research.
He recalled that the former monomajority has not existed for several years, and decisions are made thanks to informal agreements with the remnants of banned parties and individual groups.
“This is not a classic parliamentary crisis, but a crisis of governance. Otherwise, it is a crisis of an office-presidential republic. That is, Mr. Yermak was dismissed, but the attempt to reign using the same methods remained,” the studio guest explains.
According to him, MPs are increasingly less supportive of the Cabinet of Ministers’ initiatives. In particular, Yulia Svyrydenko’s bills receive four times fewer votes than Denys Shmyhal’s proposals, which demonstrates the complete lack of normal communication between government officials and the legislative body, the political scientist added.
The only way out of the situation can be the creation of a coalition of national unity and the formation of a new government, – emphasized Oleksandr Leonov.
Recall that the fifth President Petro Poroshenko, during his speech in the Verkhovna Rada, stated that the crisis of public administration is deepening in Ukraine, and once again called for the creation of a coalition of national unity and a government of national salvation, the priorities of which should be financing the Armed Forces of Ukraine, European integration reforms, and social support for vulnerable categories.
As is known, parliamentary activity has been threatened by an acute crisis within the parliamentary body and a chronic lack of votes for decision-making. The next plenary session was canceled, which, according to political scientist Volodymyr Tsybulko, indicates deep internal contradictions among the elected representatives.
In addition, the crisis in the Ukrainian parliament is deepening due to ambiguous statements by the state’s top leadership regarding sending to the front those deputies who plan to resign early. Such rhetoric has sparked a wave of discussions about the legality and ethics of such steps within the walls of the Verkhovna Rada.
According to People’s Deputy Oleg Synyutka, the situation in the Verkhovna Rada indicates not just parliamentary unrest, but a full-fledged crisis of the entire power vertical . Since 2019, the parliament has been underthe strict control of the President’s Office , but now this management model has ceased to work effectively due to internal contradictions and corruption scandals.
