Ukraine has changed the rules for turning off electricity for debts: what are the innovations?

The National Commission for State Regulation of Energy and Utilities (NKREKP) has changed the rules for disconnecting electricity for debts. Now, household consumers will not pay for disconnection and reconnection if their debt at the time of the warning was less than half of the subsistence minimum for able-bodied persons.
This was reported by the department.
The commission explained that the new rules should strengthen consumer protection during power outages and restorations.
If, after the disconnection, the operator clarifies the meter readings and it turns out that the actual debt at that time was lower than the established threshold, the costs of the work will also be covered by the system operator.
Consumers will not have to pay even if they were disconnected in violation of the established procedure.
In addition, the NEURC has established a unified approach to calculating the cost of disconnection and reconnection. The operator must choose the simplest and cheapest way to perform the work, if technical conditions allow.
The cost of such services cannot exceed a set limit. Operators must also publish a list of services and their costs on their websites.
The changes also concern the documentation of disconnections. After the work is completed, the operator will draw up a report indicating the date and time of the disconnection, the method of performing the work, the EIC code, and the meter readings, if they can be recorded. One copy of the document will be given to the consumer, and in his absence, it will be sent within three working days.
The deadlines for restoring power supply have also been clarified. After eliminating the causes of the outage and fulfilling the necessary conditions, electricity should be reconnected within three working days in cities and five in rural areas.
In particular, new rules for calculating the cost of disconnection and connection will come into effect on October 1, 2026 .
It was previously reported that tariffs for basic utility services for the population in Ukraine will not change in September 2026. The government has not made any decisions on increasing the cost of electricity, gas, or water supply. At the same time, water prices depend on the specific supplier.
